RESEARCH AND DEVELOP A STRATEGY FOR ADULT COMMUNITY EDUCATION
PROVISION IN NORTH EAST INNER CITY DUBLIN
BACKGROUND
The Adult & Community Education (ACE) Strategy Group is a group of
Community education organisations that work in Dublin?s North East
Inner City. The group is comprised of Larkin Unemployed Centre, Dublin
Adult Learning Centre (DALC), Lourdes Youth and Community Services
(LYCS) and CDETB Adult Education Service. The group is a sub-group of
the Adult and Community Education Forum (ACEF) that includes the
majority of community education providers in North Inner City Dublin.
FUNDING
The research is joint funded by City of Dublin Education & Training
Board (CDETB) and by the North East Inner City Task Force (NEIC).
The proposal is in line with Strategic Objective 6 of the NEIC Task

?Improve adult education levels through enhanced training and
learning opportunities? and _two priority actions outlined in the
strategic plan namely:_
* 3.2: Develop and agree a strategy on community education with the
relevant stakeholders
* 3.3: Raise awareness of courses available under community
education and the City of Dublin Education and Training Board (CDETB)
including outreach activities with a view to encouraging life-long
learning
THE PROJECT
To research and develop an agreed strategy for adult and community
education in Dublin?s North East Inner City:
Central to the project is field-work methodology and an engagement
with those most distant from adult and community education. The goal
of the project would include strategies for improving existing
provision while also exploring ways of engaging those not currently
engaged particularly those most marginalized.
The work has three broad elements:
* Desk Research
* Field Work
* Development of Strategy
Objectives of the Project:
* To carry out desk research to review recent and current research
and reports so as to give an overview of current adult and community
provision in the NEIC
* To Identify current coverage, reach, referral, coordination and
collaboration of adult and community education in the NEIC
* To identify gaps and/or service deficits/duplication
* To comment on the role and relevance of Adult and Community
Education in the NEIC
* To give an overview and analysis of the demographics for adult age
groups in the NEIC
* To consult with adult and community education providers and
relevant statutory agencies
* To directly outreach and consult with potential and current adult
learners regarding:
* their educational and developmental needs
* the programmes and courses which should be provided to meet those
needs
* To produce a strategy for Adult and Community Education in
Dublin?s North East Inner City
OUTPUTS
A clear understandable and agreed Strategy for the delivery of adult
and community education in the NEIC

TIMEFRAME

PROJECT MANAGEMENT/SUPPORT
The project will be overseen by the ACE sub-group so as to ensure
adherence to project objectives and provide support to the successful
researcher/consultant
Funding will be managed and administered by Dublin Adult Learning
Centre
CRITERIA FOR ASSESSMENT
Applicants tenders will be assessed according to the following
criteria:
* Experience, knowledge and understanding of adult and community
education
* Research and writing skills and experience of documentary and
statistical analysis
* Ability to oversee and undertake fieldwork surveys, door step
interviewing and outreach to potential adult learners
* Experience of strategic planning and strategy development
* Facilitation and group work skills and the ability to organise
consultative workshops/events
* Interviewing and recording skills
* Some knowledge of North East Inner City Dublin and the network of
adult and community education providers in the area
* Ability to work to deadlines
* Cost Breakdown and Value for Money
